Both clubs were penalised for delays in paying their wages and subsequent contributions.
Siena already had a seven-point penalty due to similar issues from when the club narrowly avoided bankruptcy, so now go to -8.
Despite that huge penalty, the Tuscans are still in the running for the promotion play-offs on 48 points.
Cesena are docked one point, dropping down to 49 points in fourth place alongside Trapani.
