The former Manchester City star had missed last week’s 3-0 win over Lazio after bruising his shin during the 1-1 draw with Inter.
Coach Massimiliano Allegri confirmed Balotelli “will not start” tomorrow, as he did not train for eight days.
Philippe Mexes returns from suspension, while Daniele Bonera, Luca Antonini, Nigel De Jong are injured.
Kevin Constant and Bojan Krkic are back in the side.
